The role of the freight forwarder is to bridge between the cargo owner and the international shipping provider—whether by air, sea, or land—and is responsible for issuing the bill of lading for shipping. According to the Israeli Customs Agents Law, an entity involved in international shipping must obtain approval from the Israeli Tax Authority.
